OTHELLO — In a significant stride for agricultural sustainability in central Washington, the East Columbia Basin Irrigation District (ECBID) celebrated the commencement of the EL 86.4 system with a groundbreaking ceremony yesterday. This marks the second project under the Odessa Groundwater Replacement Program (OGWRP) following the completion of the EL 47.5 system in 2021.
